About Ministry of Mines and Petroleum (MoMP):

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment. It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulation and policies; and develop a progressive and accountable fiscal regime.

The objective of the World Bank supported Afghanistan Gas Project (AGASP) is to facilitate a sustainable supply of gas through targeted investments in gas infrastructure and enhanced gas sector governance, which entails social and environmental impacts at various levels. The project has three components as follows:

COMPONENT A: SUSTAINING GAS SUPPLY:

 The objective of this component is to support the sustained supply of commercial quality natural gas for Sheberghan and Mazar IPP power generation and industrial uses through (a) targeted technical assistance and transaction support to hydrocarbons related investments in the near and mid-term, and (b) support to the construction and installation of natural gas infrastructure, including a pipeline and gas processing facility.

COMPONENT B: STRENGTHENING GAS SECTOR GOVERNANCE:

 The objective of this component is to address the institutional, contractual and regulatory gaps that persist in the management of Afghanistan’s mineral and hydrocarbon resources, thereby improving predictability, transparency and functionality of the sectors. Emphasis will be given to the MoMP upstream role as policy-maker, in accordance with the Mining Sector Roadmap, as well as establishment of sector regulatory bodies such as the AOGRA (created 2018). Geographic focus will include field offices responsible for licensing, regulatory monitoring including occupational health, safety and environment.

COMPONENT C: PROJECT MANAGEMENT, MONITORING AND EVALUATION:

This component will provide support at implementation to the undertake project management, in accordance with the World Bank's fiduciary and other guidelines, including incremental operating costs, equipment, training on fiduciary and project management issues, project audits, and engagement of technical advisers to provide technical expertise on project performance monitoring and planning. This component will also finance the cost of recruiting a project management firm to support the MoMP in the effective management and implementation of the project. The firm is expected to focus on the job training and capacity building to project staff. The staff are all assigned to work on the AGASP project by the MoMP.

Job Summary:

Under the direct supervision of MoMP E&S Team Leader/ AGE Technical Director, the Health and Safety Specialist is responsible to ensure timely implementation of  Occupational Health and Safety Plans, Community Health and Safety Plans, Environmental and Social Assessment (ESIA), the sight specific Environmental & Social Management Plan (ESMP) or Contractor ESMP and other relevant associated plans, and environmental and social audit (ESA) for the  Afghanistan Gas Project (AGASP) for the Sheberghan-Mazar Gas Pipeline (SMPL) and Field Facilities.

Reporting Obligations:

The Health and Safety Specialist will report to the Environmental and Social Team Leader (MoMP) at the MoMP and relevant AGE Technical Director. The Health and Safety Specialist must adhere to the specific OHSP, CHSP & ESMP requirements in an accurate and timely manner during the implementation of the project lifecycle. In addition, the Health and Safety Specialist will be expected to work in close coordination with the Supervision Engineer (consultancy) and the other E&S team members (which includes  Social and an Environmental Specialists) during the construction and operation phases of the project to ensure that implementation of construction plan and E&S plans are closely aligned.

Duties & Responsibilities:

Health and Safety Specialist responsibilities will include but are not limited to:

  • Adequately implement the project specific Occupational Health and Safety Plan for the SMPL and Field Facilities, which includes also the management of Community Health and Safety Risks.
  • The Health and Safety Specialist will be full-time present at the construction sites during construction working hours.
  • Work in close coordination with the Health and Safety Specialist from the Supervising Engineer.
  • Ensure compliance with the World Bank IFCs General Health and Safety Guidelines for Occupational Health and Safety (OHS) and Community Health and Safety.
  • Ensure compliance with ISO 45001:2018 or equivalent Occupational Health and Safety Risks as well as the specific OHS Risks for Oil and Gas Projects.
  • Responsible for the implementation of Safety and Health Policies, Accident Prevention Plan (APP), Safety Plan, Traffic Management Plan and other Safety plans in all phases of project cycle: construction and operation, as well as decommissioning.
  • Will execute the instructions and directions from the Client or its authorized representative related to Safety and health;
  • Check temporary facilities of contractors and other staff and prepare accident and incident reports and adequately implement their recommendations. 
  • Keep and track records of their implementation.
  • Be responsible for the on-site medical support and off-site medical arrangements.
  • Prepare procedures (who, when, how) for conducting hazard assessments and written certifications for use of personal protective equipment minimum of: Hard hat, Safety toed boots, Long pants, Short sleeve shirt, goggles, masks, etc.
  • Be responsible for the adequate preparation, review and implementation of sub-contractor’s Occupational Health and Safety Plans, Accident Prevention Plan, Traffic Management Plan, Emergency Response Plan, firefighting plan, posting of emergency telephone numbers, Wildfire prevention, etc.
  • Prior to the beginning of each major phase of work provides an Activity Hazard Analysis (AHA), Identify sequence of work, Identify Hazard, Measures to be implemented to reduce hazard and be responsible for the implementation and adherence to the Permit-to-Work System
  • Evaluate- subcontractor safety programs for comprehensiveness and compliance with Afghan applicable legislation/WB policies and international standards.
  • Investigating and reporting claim information regarding any safety issue and providing safety records as needed.
  • Verifying that AGE staff and sub-contractors are conducting the proper training as per ISO 45001:2018 or OSHA standards.
  • Making sure that AGE staff and sub-contractor is promoting safe work practices and conditions in accordance with ISO 45001:2018, OSHA and project safety manual.
  • Monitoring of provision and use of protective clothing for laborers handling hazardous materials, e.g. helmet, adequate footwear for bituminous pavement works, protective goggles, gloves etc;
  • Ensure that the AGASP’s OHS Plan is well understood by the key AGE staff, contractors, sub-contractors and other counterparts responsible for the SMPL/Field Facilities and Amine plant implementation.
  • To coordinate with other AGE team members, contractors and sub-contractors to insure that all construction works and procedures, are included in the Occupational Health and Safety Management plan.
  • Work proactively with managers to establish and maintain a system that promotes a culture of safe working practices across the project and create solutions to OHS/CHS problems;
  • Evaluate significance of hazards risks and determine proper disposal and management methods and Conduct hazardous waste management studies in collaboration with the AGASP Environmental Specialist.
  • Perform safety control checks and correct malfunctioning equipment.
  • Prepare and implement health and safety systems and procedures to meet specific requirements such as accident reporting and the Control of Substances Hazardous to Health (COSHH) in a consistent and effective manner in collaboration with the AGASP Environmental Specialist.
  • Carry out audits to evaluate the effectiveness of Health and Safety systems and procedures and identify and implement improvements.
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Work with other AGE staff and arrange for the purchase of suitable equipment and accessories for staff.
  • Investigates problems such as working conditions, disciplinary actions, and employee and applicant appeals and grievances. According to circumstances, provides guidance and recommendations for problem resolution to departmental officials and individuals.
  • Ensures that all employee matters are handled with consistency and fairness without discrimination
  • Helps employees, supervisors and departmental heads to settle work related conflict through advice and recommendation in full coordination with GRM Focal Point
  • Explains and provides advice to AGE, contractor and sub-contractor staff about the World Bank and Afghan applicable rules, regulations and procedures and need for compliance.
  • Develops, schedules, and conducts technical, management and interpersonal skills training to improve employee performance.
  • Ensure that all accidents are documented, investigated and recommended improvements implemented and reporting all to MoMP and adequately implement the recommendations of the Action Plan.
  • Ensure that Labor law and AGASP Labor Management Procedure are adhered to and implemented properly.
  • The incumbent will coordinate the process and ensure that the correct and appropriate Health and Safety standards, procedures and requirements are contained in the site specific OHS Management Plans.

The Site specific OHS Management Plan will include:

  • Risk Management Plan.
  • Permit to work System.
  • Fire Risk Management Plan.
  • Heat Stress Management Plan.
  • Traffic Management Plan.
  • Occupational Health (Medical) Management Plan.
  • Emergency Preparedness and Response Plan.
  • OHS Training Management Plan.
  • OHS Communication Plan.
  • OHS Audit and Inspection Plan.
  • Accident / Incident Management Plan.

 

The above plans will either form part of one document or could be separate documents.

Job Requirement:

A Bachelor degree in, Civil Engineering, Geology or any other relevant field, with a minimum of 5-year relevant experience in the preparation and implementation of Occupational Health Plans. The Health and Safety Specialist should be certified in ISO 45001:2018 or equivalent. A candidate with a Master Degree in one of these fields and with experience in the gas and oil sector Health and Safety aspectswill be preferred.
