Job Summary:
The Social Safeguard and Environmental Specialist will be supporting the social and environmental functions such as land acquisition, resettlement and environment issues for managing project work flows and will be providing technical expertise and policy guidance on safeguards, social and environmental assessment. The Social and Environmental Specialist will be incorporating broader social issues into the design and implementation of the Project. The candidate with good understanding from technical and institutional aspects of social and environmental issues in context of Afghanistan is desirable for this position.

Duties & Responsibilities:
The Social Safeguard and Environmental Specialist will be responsible for coordination of social and environmental issues and assisting TAPI National Director and Afghanistan’s team of TAPI, at minimum level performs the following duties:
o Provides conceptual, operational and technical support on safeguard and environmental issues with regards to obligations of client and MoMP procedures.
o Participates as task team member or reviewer of the preparation of social safeguards planning documentation.
o Provides quality assurance support to MoMP and TAPI Director on social safeguards and environmental matters.
o Assist the Project Team in the review and clearance of reports and documents submitted by counterparts by confirming compliance with social safeguard policies.
o Drafts and reviews the terms of reference for social assessments and other analytical tools intended to improve project design and implementation.
o Assists the TAPI Director and relevant departments on the requirements of safeguard policies and guide them in their efforts to enhance the quality of social safeguards, project documentation and supporting analysis.
o Prepares reports pertaining to overall implementation of environmental requirements under the Project.
o Assesses the overall socio-economic impacts of the Project including the sustainability of the Project interventions.
o Recommends actions to be taken based on the assessments (actions should be time bound, specifying the responsible parties and the resources required, as well as performance indicators where applicable).
o Frequent visits to TAPI pipeline route provinces.
o Performs other related duties as required or given by supervisor.

Qualifications:
The candidate shall have a bachelor degree in Anthropology, sociology, geography, political science, environmental management or related filed. Preference will be given to the candidates with higher studies.
5 years of experience related to the position is required.
